Which of these is a complete sentence? A: Although the weather is sometimes warm in early March. B:Forecasters predicted six more weeks of winter this year. C: The old saying, "In like a lion,out like a lamb."

Wouldn't it be B? It has a complete thought to it, while C is just a fragment. What about the old saying? What else is there to it? If it were just "In like a lion, out like a like" then it would be a complete sentence.
