What was Justinian 1's role in the decline of the Byzantine Empire?
He was terrible with money. Sure, he expanded the empire's borders to their largest size under his reign thanks to his generals, but by the end of his reign, he had also spent a lot of money on building projects. The army actually shrank under his rule because he lacked the money to pay for all of those soldiers after their job was done leaving a lot of the gains made during their conquests to fall apart after his reign.
