the first step is change the years to years from 1990 i.e. subtract 1990 from each year

then you will have pairs of numbers (2,22), (3,24), and so on plot these points. see http://www.khanacademy.org/math/trigonometry/graphs/graphing_coordinates/v/plot-ordered-pairs for how to do this

do you do this with every problem that is similar to this one. Like it has the years or whatever as the x-axis

Depends what you mean. The big picture is you have points (pairs of (x,y) numbers) that you plot.
