Equation: 56.35=29.95+.22x
Subtract 29.95 from each side... 26.4=.22x
Divide each side by .22....120=x
So the person uses 120 minutes a month on average.  If he is saving 4 cents a minute (.22-.18) then 120*4=480 CENTS which is $4.80.
