Not understanding this word problem.

I know its this\[(x-h)^2+(y-k)^2=16\] I do not understand the word problem to be able to figure out the center to complete the equation. Any help please?

It has a radius of 4, so it must be 4 units from the x-axis as well as the y-axis since it lies tangent to both. It also tells you that its in the third quadrant, so thats the bottom left quadrant so all x-values and y-values are negative. The center should be at (-4,-4) with radius of 4.

ok so by tangent it just means the sides are touching the axis?

Tangent to something means that it only touches one point on whatever its tangent to, and does not cross the line. Just barely touches.
