It was West Germany, and the United States. West Germany became a member of NATO in the early 1950's, the U.S. was a founding member, and joined in 1949. France, while it was a member of NATO, East Germany was apart of the Warsaw Pact. The Soviet Union had plans on joining so that it could "help preserve peace in Europe", it then went on to form the Warsaw Pact with seven other nations in 1955.
