hi, the stem and leaf diagram shows us something like this... lets' take the first raw.. 2: 3 ,5, 8 ,8 this says that there r 4 buildings with 23 , 25 , 28 ,28 floors let's go to the 2nd raw 3:1,2,3,3,6,9 this says that there r 6 buildings with the no.of floors around 30 they r 31 , 32 , 33 , 33, 36 , 39 so the question asks how many buildings have 35 floors or less... there r already 4 buildings that satisfy that condition in 2nd raw and every buildin in first raw also belongs to that... So the total no, of buildings is = 4 + 4 = 8 Hope this will help ya!!

To understand it in an easier way, you just need to count the buildings that are less than 35 floor. You know that 2:3 represents 23 right. So for those buildings that are less than 35 floors will be [2:3,5,8,8 3:1,2,3,3],6,9 4:2,5,7 5:1,3 the ones that i bracket:) cos they're the one that's less than 35 floors!
