arc length = central angle / 360 * circumference
arc xy length = 40/360 * 2 * pi * 9
xy length = 0.111 * 2 * pi * 9
xy length = .222 * pi * 9
xy length = (.222)(3.14)(9)
xy length = 6.27 rounds to 6.3
