\[y=-\frac{3}{2}x+\frac{1}{2}\] Is a linear function (the x has exponent 1). It cuts the y-axis at 1/2 (because the ending is +1/2), and its slope is -3/2. This means that for every 2 steps to the right, it goes 3 steps down. OR that for every 3 steps up, it goes 2 steps to the left. Either way you get a very steep line.
