Find x- and y-components of the vector d⃗ =(9.0km , 28∘ left of + y-axis).

From the way I see it. You are given a point in polar coordinates and you need to find the Cartesian equivalent. (r,theta) or (9.0km,28degrees). The thing I am considering is that it is in the second quadrant because it is left of y axis so x is negative. 9sin(28degrees)= y -component and 9 cos(28degrees)= x-component. I might be wrong. hope it helps
