I don't understand. I thought cosine was adj/hyp but a hypotenuse can't be less than one of the legs of a triangle like in this question (8 being the hypotenuse). Please help.

The cosine values of an angle cannot be greater than 1.  

So, I don't know about this cos(x) = 17/8. However, the dilated triangle is similar to the original triangles and the angle values will not change.
