no problem it is shifted left 10 units. so we go from \(|x|\) to \(|x+10|\) then it is flipped over, so go to \(-|x+10|\) and finally it is moved up 3 units that gives \(y=-|x+10|+3\)
but this is an inequality, not an equality we are shading the stuff below, so it must be \(\le\) and final answer is therefore \[y\leq -|x+10|+3\] hope this is an answer choice, because i am guessing this is an on line class
