it is shifted left 10 units. so we go from $|x|$ to $|x+10|$
then it is flipped over, so go to $-|x+10|$ and finally it is moved up 3 units 
that gives $y=-|x+10|+3$

but this is an inequality, not an equality
we are shading the stuff below, so it must be $\le$ and final answer is therefore 
$$y\leq -|x+10|+3$$
hope this is an answer choice, because i am guessing this is an on line class
