I submit that an individual who breaks a law that conscience tells him is unjust, and willingly accepts the penalty by staying in jail to arouse the conscience of the community over its injustice, is in reality expressing the very highest respect for law. What is the main idea of this paragraph? How does this paragraph support King's claim that "Now is the time to act."

He's saying that when you know in your heart that you did something wrong, and you get caught, and accept the penalty without any problems, you hold the upmost respect for that law. "Now is the time to act" goes along with this because doing the action doesn't always mean you'll get in trouble, or not get caught. Meaning; doing the action is costly, just hold respect for the cause you are doing.
