In general, I consider it false as we get to to produce ATP through substrate-level phosphorylation which is independent from lactic acid fermentation. The main purpose is to regenerate NAD+ as you under hypoxia can't get NADH reoxidized into NAD+. However their might be some truth in it, the reason for this is that the substate-level phosphorylation first begin after glyceraldehyde 3-phosphate gets oxidized by NAD+ and phosphorylated with an inorganic phosphate.
