What best describes the solution to the system of equations below? 2x + 6y = 8 4x + 12y = 16

The second equation is essentially the same as the first equation. The second equation is the first equation with each term multiplied by 2. So you have two variables (x and y) and just one equation to solve it. There will not be a unique solution. You can pick any value for x and find the corresponding value for y.
