All plants have spores, but only angiosperms(flowering plants) produce seeds. Mosses, being non vascular seedless plants, can only transport their spores using water, since they have no vascular tissue to move it. Ferns are vascular seedless plants, so therefore they reproduce via spores alone, but do not rely on water so heavily. So, your answer is C spores.
