The answer is C. it is believed that all large collections of mass, which includes both stars and planets, are formed when gravitational attraction causes that material to come together. The "Law of Universal Gravitation" was first defined by Isaac Newton. It is a description of how gravity works as best as Newton could observe it. Today we suspect it is just a special case of gravitational attraction that we usually see. It may not be true for very large or very small masses, or under certain special conditions.
