It imposed limitations upon cartels/monopolies. It was intended to help bolster competition by preventing one firm or small group of firms from controlling prices. Basically it prevents businesses from "conspiring" to create an unfair situation - like, for example: a railroad that gives discounts for shipping the products of a specific oil company.
