as of 2009 the fraction of states in the united states with maximum interstate highway speed limits up to and including 70 mph was 37/50. the fraction of states with 70 mph speed limits was 17/50. what fraction of states had speed limits that were less than 70 mph?

OpenStudy (anonymous):

States with speed limit <= 70: 37/50 States with speed limit = 70: 17/50 That 37/50 INCLUDES the 17/50. How to we get the part of that 37/50 that only represents states with a speed limit < 70 ...NOT including that 17/50
