why was they United States in no position to tell European powers how to act?

I dont know what year you are talking about but the united states does not have much power in European delegations and the European union. the united states can only give ideas, aid nations, and declare war on nations but the united states cannot force a European nation to do something also if the united states do a risky move they can endanger their nation or cause pain throughout the continent.
