The Congress of Confederation could not collect taxes (states were to fund the national government directly). In the Constitution, one of the enumerated powers of Congress is the ability to collect taxes. The Congress of the Confederation could not enforce the laws that it passed. The Constitution created an executive branch in order to enforce the laws passed by the legislature. The Articles of Confederation did not provide for a national judiciary, the Constitution created the Supreme court and the ability for Congress to create lower courts. You're going to need to do some research to fill in exactly why each of those were a problem and exactly how the Constitution fixed them, but that's a good start for you.
