How would a theme of a poem enhance the overall tone of the poem? For the poem Birmingham Sunday, for example. If the theme was "There is no safe place from racial hatred, not even the church."

The theme of the poem sets the emotions for it. In the example there is a sense of hopelessness and dread which would be sensed in the tone also.
