The graph of y < 4 is the dotted line y = 4 (a line parallel to the x-axis and 4 units above it) and shade below that line, since y < 4. The graph of x < 1 is the dotted line x = 1 (a line parallel to the y-axis but one unit to the right) and shade to the left of this dotted line since we want x < 1. Now you can easily find three ordered pairs such that x< 1 and y < 4. Just look at the common shaded area of these two inequalities.
