No. He has to spend $4.50 on bandages and he still needs 3 ice packs. The question is how much can he spend on each ice pack. So after buying the bandages, how much money does he have left to spend? Divide that number by the number of ice packs he needs.
Solve 1.09(4.50 + 3x) <= 12 and you shall have your answer. x = cost per ice pack the 1.09 increases the costs due to the 9% sales tax
