Was it the Proclamation of 1763, the Stamp Act of 1765, the Declaratory Acts of 1766, or the Townshend Acts of 1767 that justified Britain's taxing American colonists to pay for its war debt?

iI think it's the Stamp Act of 1765. I know that it was a tax placed on colonists by the British on goods as a result of the war, but I'm not positive if it was to pay for the debts specifically.
