If I was Paralyzed from the waist down but was able to move around using my arms going at a constant 1 mile an hour, and 200 feet per minute, how long would it take me to get to my friend who's walking 1 mile an hour, but only 100 feet per minute? With that in mind, I fall over once due to some wind which keeps me from moving for 5 minutes. My friend is currently 10 minutes a head of me. What distance will I have to travel to reach her?

I totally made this question on the spot. Bare with me if it's hard to understand.

For your question I think I need to have a certain about of time equal to his ability to walk.
So basically actually remove the 1 mile per our, but add that he can move 200 feet per minute.
