What might have happened if the Albany Plan of Union was passed by the colonies

Basically We wouldn't have state governments We all would be unified under one which would mean currently we wouldn't have Senators to represent us or Representatives at all. We would have to follow a new rule no matter what since we didn't have anyone to object it.

So if it was passed we would have to follow any rule or decision that the president made, like Obama Care?
