1. Hoy es el quince de octubre en Havana, Cuba; hace está parcialmente nublado.
2. Hoy es el quince de octubre en Bogota, Colombia; está nublado.
3. Hoy es el quince de octubre en Madrid, Spain; hace está parcialmente nublado.
4. Hoy es el quince de octubre en Buenos Aires, Argentina; hace está parcialmente nublado.

Hm. You did overall good, but you have some things that I am going to correct, and great job with the accents. :-)

So basically, when explaining whether of a city, don't put "hace" because "esta" is enough. :-D Hope I helped.
