How does an earthing rod help ground a system ? Why does the resistance have to be low on the earthing rod ?

grounding an electric equipment is done to avoid electrocuting a person if the electric equipment is leaking the current to the enclosure. So this is done by taking a wire out from the enclosure of necessary electric equipment and grounding it via a galvanized rod. The resistance should be less because if the resistance is higher than the resistance of the path which created by touching the equipment the current would flow the human body anyway causing electricution. Therefore the resistance should be as small as possible
