It is referring to King George III and his treatment of the colonists. The colonists felt that the King's policies were a form of tyranny, and because of that, the colonists had the right (even a duty) to stand up against that tyranny, free themselves from his rule and form a new government through which they could govern themselves. ...I found this online becasue I didnt kow this but I dont think it will help..
