The picture seems to cut the x axis and not touch the x axis.

well he just said that it should touch the x-axis. and it does it just intersects it

I interpreted it as the x axis being a tangent to the parabola at the vertex.

if the first one doesnt work then the equation for a porabola with the vertex at the origin could be just simply y=x^2 although that might not be what he is looking for again

\[y = a(x \pm b)^{2}\] will work too.

or x=a(y-k)^2 if he wanted to make it horizontal
