IF there was a story involved, try to write down how you think the speaker sounds like in while speaking the story.  IF there is not a story involved, then try to see which one represents UNDER-PREPARED and ONLY UNDER-PREPARED.  For example, Being a poor public speaker is not being underprepared.  For C it seems that he was prepared...but not organized, and for A, nervousness is  not the same as underpreparedness.  I think it would be B...but if there is a story to this try going back to the story.
