If you have a file in your computer and you delete it, it goes to the recycle bin, and you delete there, can you still get onto the file someway?

Yes, the files that are deleted from the recycle bin still remain on the hard drive in locations that would be next to impossible hard to find with regular use. Software exists to recover these files.
