Hey um a ambassador told me you can be thirteen to become a ambassador but I also heard that moderators have to be eighteen or older? is this true?

If you read the pages OS posted on ambassadors, they are chosen based off of a willingness to help and exemplary action. An amby has chosen to take on added responsibilities, but has no authority.

Moderators have authority as well as responsibility. This comes in the form of access to the warning and suspension system. They are NOT the voice of OS and do not set policy. However, they are people OS has officially recognized as being willing and able to enforce the rules of OS. They are still subject to being watched themselves and all moderator activity is logged.

Administrators are employees of OS. They decide the rules, and also enforce them. They pick both mods and ambys and have the right to set the rules for how they do so. They state those rules, but remember that they can change because as a private organization they are more a benign dictatorship than anything else.

I can't answer on that aspect - though I do know Webmasters e.g., the people who actually own the site, get paid based on revenue and donations.

@UsArmy3947 , you can tag moderators, sure, but they're busy. If you have a quick question, message an AMbassador or tag one. Odds are we'll respond faster, and can provide you the same information (as long as it's not related to warnings, abuse, and the System.)

Administrators get paid because they actually work for OS. Some are developers, some are the managers, etc. Mods and ambys are volunteers, part of the community, and do not get paid.

All people can help out on the site without any special title. All it takes is being a responsible user, adhering to the CoC, using the report system, and helping other people to learn by working with them so they find the answers to their questions.
