In math, "of" ususally means "times".

37.5% of 16 = 37.5 * 0.01 * 16
Just multiply the three numbers together.

It's the same process for the next problem.
0.25% of 900 = 0.25 * 0.01 * 900
Again, just multiply the numbers together.
