how are oxidation numbers given for transition elements?

OpenStudy (joannablackwelder):

The oxidation numbers of transition elements are dependent on the oxidation numbers of atoms or ions they are bonded to. If it is non bonded, then the oxidation number is zero, unless it is an ion. Then it is equal to the charge of the ion.
