I think the Representative is the most important because they first vote, they determine practically if it gets passed on to the next level of veto or pass.

The advantages of having many people or groups involved is there's not a main person or group that can overpower the voting or deciding. The disadvantages are many arguments occur because many people disagree with eachother.

Advantages- No big power, no out of the ordinary decision Disadvantages- Many arguments, fights amongst each other, people are left out occasionally

Since the decision by jury is a group decision, individual members of the jury may not feel that responsible about their duties and therefore neglect it. Group pressure might be influential on the decision. Juries may be swayed by the current prejudices in the society, which are not supported by law.
