Congress has to pass the fiscal Federal Budget for the fiscal federal year. The House and the Senate have to agree upon a budget for it to be able to go to the president to get signed, but the House and Senate couldn't come to an agreement, so it couldn't be passed onto the president.

Oh wow, it was the Affordable Act right?

Yeah that's it : ) The Affordable Act required funding from the Federal Budget, which they couldn't come to an agreement on the budget to be able to pass it, so just some disagreement issues.

thank you : ) hahaha, @SolomonZelman I see you everywhere you are SMART. I love history though. Yeah, and because of no Federal Budget, all of the federal workers were losing pay which made a lot of people mad.

Oh, so your only viewing the history from a historical aspect. I have to view it from all, scientific, economic and (obviously) historical.

Yeah, I go by historical! But we're starting to get into the economic part, so I'd like to learn more about that, too. : )

Yeah, I am not good at economic-history. I am the one that needs help with it (economic hist) and economics in general.
