just know that it's due to the half-filled d-orbitals. Don't worry about crystal field diagram. Look at your periodic table, Mn is right above Tc.

why doesnt Rhenium show this dip like Mn and Tc?

Because Rh not only has d-orbital, but now has f-orbital electrons in it's sub-shell, making things more complicated.
