I would go with A. But I am not entirely sure.

The naturalized can't become presidents, so they have to have fewer, but the illegal immigrants are truly citizens at all, so they have more rights than them

OpenStudy (anonymous):

Not being able to become president is the only thing that they cannot do. They could still become senator and they don't get any extra taxes, so I would still go with A.
