1/1000 is the answer and you get this because 10^3 is 1000 and whenever you have a negative exponent it becomes a fraction

oh and you get 1000 because 10time10times10 = 1000

Could be either... depends... So basically you can argue that it is 1/10^3 because of the negative exponent thus soving it as 1/ 10*10*10 = 1/1000 thus it is a fraction, but you could divide 1 by 1000 and get a decimal as well.... so hard to argue that it is one or the other.
