ok so have you considered thinking of this question like an equation for a line?

think of the two populations and times you are given as coordinates on a graph, ie (1990,134) and (2000,139).

then do a midpoint formula?

sort of once you have the equation for the line you can use that to calculate any value on that line, or in your case at the point x = 2014. Does that help?
