Hmm this question is strange...
I can say with certainty that the 3rd option is true.
Every rational can be written as a fraction.

But number 1 seems like it should also be true...
Oh oh nevermind, all rationals would include the negative numbers.
And we can't take a square root and end up with a negative. :)
