(a) and (b) are correct. (c) is not. they found the height of 45 women to be 63.9, But there is 13% chance that if you picked 45 women from the population (that has a mean height of 63.7), those 45 women will have a mean height of 63.9 (just due to chance) if you want to accept the guess that the entire population is taller based on your 45 women, you have a 13% chance of being wrong. But in (c) they only want to have a 10% chance of being wrong. so you accept the null hypothesis...
