How does the  vice president assist with passing laws,prevent from passing laws, and what role does this person have in the lawmaking process?

Well... When the Senators make bills, they vote. If the total comes up 50 agree 50 disagree, the VP decides the final vote to break the tie, like a tie-breaker.
