pretty sure it was workplace safety, because not all places were actual;ly safe, such as mills, the cotton ones where you'd make clothing, workers would be losing fingers, yet still have to work

they didn't completely care about the safety of workers. I don't remember when exactly but there was this one mill where they hadn't cared much about the workers, they all were locked in, a fire started and they all died.
Mill work was one of the main jobs in america from mid 1800's to sometime in the 1940s-50s
