Some abolitionists criticize Lincoln’s Emancipation Proclamation because.. A. they knew it did not specifically free all enslaved people. B. they wanted it sent to European countries. They knew it did not specifically free all enslaved people. The Emancipation Proclamation ONLY freed slaves in the states that were in rebellion (the Confederate states). The Border States that had slavery, that stayed loyal to the Union (a.k.a. Maryland, Delaware, Missouri, and Kentucky) were permitted to still continue slavery.
