The hardest part about the question is the language (it uses the technical language of "linear programming")--but it's not too bad when you break it down. How far have you gotten with the question?

So how much do they have to spend?

But you told me you didn't know your constraints... But now you have one-- all the trees you buy must cost $2100 (or less), right?

And spruce trees cost $30 and and maple cost $40.
So here is constraint number 1: \[$30S + $40M \le $2100\]
