Add 24 to both sides:
Add -4|x - 9| to both sides:

24 < 4|x - 9|

Divide both sides by 4:
24/4 < |x - 9|
6 < |x - 9|

Split into two inequalties:
x - 9 > 6
x - 9 < -6

x > 9 + 6
x < 9 - 6

x > 15
x < 3
