Your question is a little vague... could you please clarify things for me?

Do you mean, like, how a recession (and the accompanying unemployment) impacts the government through a decrease in money coming in (i.e. tax receipts) and increases the amount of money going out (from, for example, the "automatic stabilizers" such as unemployment benefits)?

Labors (A fall in the wage level as there are more willing to sell their services at a lower wage, unemployment would increase,
Business (it would reduce their costs as labor can be found cheaply, more profit,
Govt( unemployment means less tax revenue, and more unemployment benefits hence increase in expenditure)
